International Clearance Procedures

International Clearances

FIFA have amended the Rules regarding players born overseas and moving to Australia and subsequently play football OR players returning to Australia from overseas to resume playing football.

On 8 January, Football Queensland advised the following:

FFA have confirmed that, in accordance with FIFA Regulations, Players in Queensland will no longer be required to have applied for or received an ITC in order for them to trial and/or participate in friendly matches. Therefore effective immediately, players that require ITC’s can still play in friendly matches and trial with Clubs. They are not permitted to participate in any form of competitive fixture, which includes Pre-Season Competitions.
 

To do so however, they must complete the online Request to Trial form. This is also located on the website under Clubs/Registration/Registration Forms. They do not need to register in MyFootballClub prior to trialling or playing in friendly matches.

Players that will require an ITC as per the information below, MUST complete the online Request to Trial form. It is strongly recommended that the player registers via My Football Club asap and provides all of the required information (if any) so that the International Clearance Request can be sent. The player will not be permitted to play in competitive fixtures until their International Clearance Certificate is received by the club (usually up to 6 weeks).

Senior Players        Over 18 yo

Applies if:-

  • Player’s last registration was with a Club in a country other than Australia

OR

  • Player has never played football before and they are not an Australian citizen.

 

Junior Players        10 – 17 yo

Applies if:-

  • Player’s last registration was with a Club in a country other than Australia

OR

  • Player has never played football before and they are not an Australian citizen

AND

  • The family moved to Australia for reasons not linked with football.

Note:

Senior and Junior players requiring an International Clearance are not permitted to participate in any form of competitive fixture, which includes pre-season competitions.

Please be aware that an International Clearance can take up to 6 weeks to be received (after all required documentation is received).

 

Appendix A

Players coming from the following countries require additional documentation.

  • Senior players need to provide a scan of their passport.
  •  Junior players need to provide a scan of their passport and both parents’ passports.

Appendix B

ITC Application for Minors  (10 - 17 yo):

Juniors players are now categorised in four ways. Each category has different required documentation. These are outlined below.

Original documents must be presented to the club. These will be scanned at the club for forwarding to FFA as pdf documents. Photographs of documents are not acceptable.

 

1     Resident in Australia for less than 5 years –

Documentation of Academic Education

Letter from school on school letterhead confirming enrolment

AND

School timetable outlining subjects

OR

Last school report indicating subjects

Employment Contract –

Player’s Parents

Letter from parents’ employers on company letterhead stating:

  • Employer’s name
  • Employer’s address/location
  • Employee’s full name
  • Employee’s job title
  • Employment start date
  • Basis of employment: full time or part time

OR

Contract of employment

OR

Where self-employed, a copy of the company registration AND a signed cover note explaining this.

Proof of Identity and Nationality – Player and Player’s Parents

Scanned photo page of player’s passport

AND

Scanned photo page of both parents’ passports.

Proof of Residence –

Player’s Parents

Rental agreement indicating residence start date

OR

Utility bill

OR

(as a last resort) Current driver’s licence or vehicle registration papers.

Work Permit –

Player’s Parents

Department of Immigration Visa Grant Notice stating:

  • Country
  • Date of Issue
  • Permit Holder’s Full Name
  • Terms of Validity

This is NOT required where one or both BIOLOGICAL parents are either Australian or New Zealand citizens

 

 

2     Resident in Australia for 5+ years –

Refer ITC Application for Minors Resident in Australia for 5+ Years

Proof of Identity and Nationality – Player and Player’s Parents

Scanned photo page of player’s passport

AND

Scanned photo page of both parents’ passports.

Proof of Continuous Residence in Australia for a period of 5 or more years for Player and Parent

Copy of the player’s International Movement Record

AND

Copy of at least one parent’s International Movement Record.

 

International Movement Record can be obtained from the Department of Immigration and Border Protection using      Form 1359. This record will state:

  • Visa Class
  • Arrival Date
  • Any Movement into and out of Australia since arrival date.

 

3     Refugee –

Refer ITC Application for Refugee Minors

Documentation of Academic Education

Letter from school on school letterhead confirming enrolment

AND

School timetable indicating subjects

OR

Last school report indicating subjects.

Employment Contract –

Player’s Parents

Letter from parents’ employers on company letterhead stating:

  • Employer’s name
  • Employer’s address/location
  • Employee’s full name
  • Employee’s job title
  • Employment start date
  • Basis of employment: full time or part time

OR

Contract of employment

Document for Travel to Australia as issued by the Australian Government is also acceptable. Need to list Player and both Parents.

Proof of Residence –

Player’s Parents

Rental agreement indicating residence start date

OR

Utility bill

OR

(as a last resort) Current driver’s licence or vehicle registration papers.

 

4      Player Moving to Australia WITHOUT Their Parents

Refer ITC Application for Minors Moving to Australia Without Their Parents

This covers players in Australia as Exchange Students for six to twelve months OR Boarding School Student, of Australian Nationality, whose Parents Remain Living Abroad. There are a number of documents required outlined on the ITC Application link above.

 

These are FIFA requirements and are non-negotiable. FFA, FQ and FB have no choice but to abide by the requirements.
